About The Project

In 2016, the Madhya Pradesh government introduced a re-densification policy aimed at transforming urban areas through strategic redevelopment. This policy facilitated the construction of new and efficient government facilities and infrastructure across various urban locations through Public-Private Partnerships (PPP). The Madhya Pradesh Housing and Infrastructure Development Board (MPHIDB) was designated as a key implementing agency for these initiatives. Currently, MPHIDB is undertaking re-densification projects worth approximately ₹5,000 crores across various stages of development. This initiative aligns with the Government of Madhya Pradesh’s vision to effectively utilize government land as a resource to generate funds for infrastructure and public property development. Urban Innovation Lab, appointed through CEDMAP, provided Project Management Unit (PMU) services for these initiatives. The objective was to strengthen MPHIDB’s monitoring capabilities and ensure effective tracking of ongoing projects. A consultant team was integrated into the PMU to oversee progress, minimize delays, and prevent budget overruns. The PMU consisted of a core team based at MPHIDB headquarters in Bhopal. Under the guidance of the Commissioner and Additional Commissioner, the team conducted regular field visits, coordinated with district authorities and other departments, and implemented a monitoring framework covering all phases of the project lifecycle.

Services Provided

The consultancy services were delivered in three structured phases for effective monitoring and supervision of re-densification projects:

1. Diagnostics Phase

Tasks:
  • Analyzed policy goals, stakeholder roles, and monitoring requirements.
  • Interpreted the Re-densification Policy and mapped the project lifecycle.
  • Reviewed approval processes and existing monitoring systems.
  • Identified risk factors and delay triggers.
Deliverables:
  • Comprehensive diagnostic report.
  • Project lifecycle case studies.
  • Timeline analysis highlighting delay factors.

2. Design Phase

Tasks:
  • Developed a customized project monitoring framework.
  • Defined monitoring goals and lifecycle indicators.
  • Proposed process improvements.
  • Created monitoring formats and reporting structures.
Deliverables:
  • Standardized monitoring formats.
  • Responsibility matrix.
  • Revised Standard Operating Procedures (SOPs).

3. Implementation Phase

Tasks:
  • Applied monitoring framework to live projects.
  • Categorized projects for progress tracking.
  • Prepared monthly monitoring reports.
  • Identified delay risks and ensured compliance with concession agreements.
Deliverables:
  • Monthly performance reports to MPHIDB.
  • Identification of projects at risk of overruns.
  • Monitoring dashboards and ERP integration support.
  • Updated SOP for re-densification projects.
A sophisticated monitoring dashboard was developed and integrated with an ERP-based software system. It enabled automated tracking, alert generation, and role-based login access based on authority levels. The consultancy also supported documentation and governance processes, including status reports, approval memorandums, board resolutions, cabinet notes, tender documentation, and bid process management. Technical advisory services were provided for project delays, land-use changes, and encumbrance issues, with handholding support extended across headquarters, divisional, and circle levels. This comprehensive approach enabled successful monitoring of over 80 projects across 20+ districts, with a total project value of ₹5,000 crores. The integration of strategic planning and technology significantly enhanced efficiency and oversight.
