About the Project

The India–UK Economic Cooperation Programme (ECOP) is a strategic bilateral initiative aimed at strengthening sustainable and inclusive economic growth in India through structured technical cooperation. The programme builds on the United Kingdom’s long-standing development partnership with India, focusing on economic reform, infrastructure development, and regulatory strengthening.

Aligned with the UK–India 2030 Roadmap and implemented under the Economic & Financial Dialogue framework, ECOP supports India’s long-term development priorities by enhancing institutional capacity, improving infrastructure delivery mechanisms, and strengthening regulatory systems. A key focus area of the programme is infrastructure reform, particularly the advancement of Public–Private Partnership (PPP) frameworks within urban infrastructure sectors.

Within this context, the Urban PPP Expert assignment focuses on strengthening the analytical, technical, and implementation ecosystem for urban infrastructure PPPs in India. The engagement emphasises evidence-based assessments, financial modelling, and structured reporting to inform policy dialogue, programme implementation, and investment decision-making. Spanning from November 2024 to January 2027, the assignment contributes to enhancing urban infrastructure planning and PPP readiness at national, state, and city levels.

Description of Actual Services Provided

1. Technical Review and Sectoral Analysis

  • Conducted technical assessments of urban infrastructure PPP projects across national, state, and municipal levels.
  • Evaluated project structuring, financial viability, and risk allocation frameworks.
  • Analysed implementation challenges and sector-specific dynamics within urban PPP ecosystems.

2. Quantitative Assessment and Data Analytics

  • Undertook quantitative analysis including data modelling and structured evaluation of PPP project datasets.
  • Performed financial and economic assessments to support evidence-based insights.
  • Contributed to analytical outputs informing programme reporting and decision-making.

3. Tool and Framework Development

  • Developed and reviewed analytical tools, templates, and data collection frameworks.
  • Ensured methodological consistency and standardisation across PPP project evaluations.
  • Strengthened the analytical rigour and comparability of programme outputs.

4. Urban-Focused Questionnaire Design and Implementation Support

  • Designed structured questionnaires tailored to urban infrastructure PPP contexts.
  • Supported implementation of primary data collection processes with relevant stakeholders.
  • Captured project-level, institutional, and regulatory insights aligned with programme objectives.

5. Data Interpretation and Report Contributions

  • Led interpretation of quantitative findings and analytical outputs.
  • Contributed to drafting urban PPP-focused sections within technical reports.
  • Translated analytical insights into actionable recommendations aligned with ECOP objectives.

6. Technical Reporting and Documentation Support

  • Provided structured inputs to programme documentation and reporting deliverables.
  • Ensured clarity, coherence, and alignment with ECOP reporting standards and frameworks.

Through this engagement, Urban Innovation Lab contributes to strengthening urban PPP frameworks, enhancing evidence-based infrastructure planning, and supporting broader economic reform and infrastructure development objectives under the India–UK Economic Cooperation Programme.
