About The Project
The HCL Foundation embarked on a collaborative venture with the Noida Authority to spearhead the Clean Noida project. This initiative focuses on enhancing urban sanitation in Noida by developing and executing strategies for improved solid and liquid waste management, along with driving behavioral change across urban and rural segments of the city.
Since 2018, the team has actively worked across 69 urban villages and numerous RWAs and AoAs. Core activities include effective solid waste management, community mobilization, and promoting long-term behavioral transformation.
The latest initiative under this project is a cleanliness drive across RWAs to deepen their engagement in Solid Waste Management (SWM) activities and foster responsibility and active participation. HCL Foundation appointed UIL as the Knowledge Partner to design and oversee the implementation of this campaign.
Pre-Campaign Stage

The project aimed not only to improve sanitation infrastructure but also to influence residents’ attitudes toward building cleaner and more sustainable communities.
Services Provided
UIL conducted an in-depth analysis of existing solid and liquid waste management initiatives led by HCL Foundation in Noida. This included comparative review of national and state sanitation ranking frameworks such as Swachhata Survekshan and Garbage-Free and Water-Plus city ratings.
A strategic framework was developed integrating sustainable waste management principles at the neighborhood level, incorporating insights from over 60 RWAs and AoAs. This led to the design of the “Clean Community Challenge,” a city-wide competition inviting RWAs to demonstrate leadership in cleanliness, sustainability, and climate resilience.
Rewards and Recognition
Top Performers: Three highest-scoring RWAs recognized for overall excellence.
Category Performers: Infrastructure Champion, Service Delivery Champion, Community Engagement Champion, Governance Champion, and Sustainability Champion.
Participation Prize: Recognition for all eligible RWAs submitting valid entries.
Top performers and category leaders were further supported through a three-month mentorship program led by HCL Foundation.
Evaluation Methodology
Self-Assessment (1000 marks): RWA evaluation against predefined parameters.
Validation (500 marks): Independent on-site verification and documentation review.
Citizen Feedback (500 marks): Resident surveys conducted through field or telephonic outreach.
