About the Project

In 2015, the Government of India launched the Smart Cities Mission (SCM) to transform 100 cities through improved governance systems, innovation-driven approaches, and enhanced institutional capacity. The initiative emerged within a broader global focus on smart urban development and aimed to strengthen governance frameworks, project execution capabilities, and service delivery systems across participating cities. The French Development Agency (AFD), in collaboration with the Ministry of Urban Development under the CITIIS programme, partnered with the Institut de Recherche pour le Développement (IRD) to support a research initiative examining the implementation of the Smart Cities Mission. As part of this effort, a two-day workshop held on 17–18 July convened approximately 30 participants, including government officials, Special Purpose Vehicle (SPV) representatives, researchers, civil society organisations, and consultants. The workshop discussions were fully transcribed to support further analysis. The objective of the assignment was to synthesise these deliberations into a concise, analytically rigorous, and dissemination-ready report of approximately 25–30 pages. The report was intended to capture key insights on urban governance, institutional arrangements, project management, capacity building, and innovation, while remaining accessible to a diverse stakeholder audience. The assignment also included the design and formatting of the final document to ensure clarity, professionalism, and usability.

Description of Actual Services Provided

1. Review and Analysis of Workshop Transcripts

  • Reviewed complete workshop transcripts provided under the research programme.
  • Identified key discussion points, recurring themes, and critical insights emerging from multi-stakeholder deliberations.
  • Analysed qualitative inputs to extract structured learnings aligned with the objectives of the assignment.

2. Report Preparation and Thematic Structuring

  • Developed a concise report of approximately 25–30 pages synthesising workshop discussions.
  • Structured the report around key thematic areas, including:
    • Urban governance
    • Institutional frameworks and project management
    • Capacity building and skills development
    • Learning, innovation, and knowledge exchange
  • Ensured the report balanced analytical depth with readability for both technical and non-technical audiences.

3. Content Refinement and Accessibility

  • Translated complex discussions into clear, structured narratives while maintaining the integrity of stakeholder inputs.
  • Ensured logical flow, clarity of arguments, and coherence across sections.
  • Adapted language and presentation style for broader dissemination among diverse stakeholder groups.

4. Document Design and Finalisation

  • Designed the final report layout to ensure professional presentation and ease of use.
  • Structured visual hierarchy, formatting, and typography to enhance readability.
  • Prepared a dissemination-ready document aligned with institutional and communication standards.
This assignment resulted in a comprehensive and well-structured report capturing key learnings from the Smart Cities Mission workshop, enabling effective dissemination of insights and supporting knowledge exchange across stakeholders in the urban development ecosystem.
