About the Project

The absence of a long-term guiding framework within MPHIDB resulted in inconsistent task execution, fragmented decision-making, and limited continuity in development efforts. The organization’s focus remained largely on immediate operational requirements, leading to structural inefficiencies such as a surplus of unsold properties due to inadequate market demand assessment and strategic positioning.

To address these systemic challenges, Urban Innovation Lab was appointed to prepare a comprehensive 5-year Vision Document for MPHIDB. The objective was to provide a unified strategic direction that would guide all officials and departments toward clearly defined organizational goals. The vision aimed to position MPHIDB for sustainable urban growth, improved community living standards, and a targeted annual turnover of ₹10,000 crores within five years.

The consultancy focused on developing a future-ready strategic framework responsive to the evolving real estate environment. The document incorporated detailed market assessments, a review of past strategies, and forward-looking approaches tailored to diverse geographies and operational contexts. It further outlined financial planning mechanisms, partnership models, supervision frameworks, and robust monitoring systems to ensure accountability and long-term sustainability.

Description of Actual Services Provided

1. Strategic Assessment Phase

Tasks:
  • Conducted a detailed analysis of prevailing real estate market conditions and demand trends.
  • Reviewed historical strategies adopted by MPHIDB to identify gaps, redundancies, and missed opportunities.
  • Assessed operational inefficiencies, including inventory build-up and inconsistencies in project prioritization.

  • Comprehensive assessment report detailing MPHIDB’s operational status, market positioning, and strategic requirements.
  • Analytical insights into demand-supply dynamics and causes of surplus inventory.

  • Designed frameworks to strengthen Public-Private Partnerships (PPP), collaborations with NGOs and international bodies.
  • Proposed mechanisms to enhance supervision, monitoring, and quality control processes.

3. Implementation Planning and Risk Management Phase

  • Established review timelines for periodic strategy evaluation and course correction.
